Description:Before the Duke had offered the land, the Town Council of Longton had asked the Local Government Board for a loan of ‘ten thousand one hundred pounds’ in order to ‘purchase’ a suitable site. Following their appeal, the Duke had offered the site on Stone Road for the construction of municipal buildings ‘free of cost’. However, S. B. Provis, Assistant Secretary for the Local Government Board wrote to George Kent noting that the Duke's Stone Road site was ‘covered with debris’ which needed removing before ‘tests’ could be made ‘to determine whether foundations of sufficient stability may be obtained upon the site’.
