Emma had worked as a Charwoman at Lilleshall Hall but was now an unemployed widow. The allowance states that Emma was to get her cottage at Lilleshall rent free and to be provided with a weekly supply of meat and coal.
The Dukes of Sutherland provided charity to many tenants on the Lilleshall estate. Documents in the Lilleshall Collection at Shropshire Archives refer to allowances of soup, clothing, coal and tea being made to poor tenants.
